The lieutenant of the Dark tower served as intermediary between his master Sauron and those embassies from Middle-earth with whom he wished to speak. In origin he was a black Numenorean and serving his master well he became adept in the arts of sorcery.

As reward for his faithful service the Dark-lord had promised that after Mordor's victory in the War of the Ring "The Mouth" should rule as his regent over all the lands north of Mordor and east of the Misty Mountains.
